That is dangerous words your playing with. If this person is in fact in a relationship, save the words for another day. Don't say it no matter how much you want to say it. But if they are not with someone you have to ask yourself do you really love this person or do you just really care about this person and your just infatuated with them. Love usually involves a lot more that just surface emotions and gut feelings. I usually comes around when youve had a lot of alone time and intimate feels that are given from both of you. If you know she's feeling it to and of course again she or he isn't with somebody them you can throw it ou there but its all in the delivery. If you just blurt it out during some loud event or out of left field then she or he is going to freak out or seriously question your motives or intentions. so think really REALLY hard before you open your mouth,...after all it can make or break you.

You can never be sure without saying it. But if you don't have a relationship with this person they might think it's a little freaky if out of no where you say oh and by the way I love you. It's a personal decision that you have to make.

If this person is not involved with anyone else then tell them. If you don't, you will always go through life wondering "What if...?" That would be worse than them not returning your affection. At least you will have closure.

it would be the right thing cuz even if you are absolutely positive that you will never be with them, you would still want them to know how you feel right, if you never told them your whole life you would feel like sh!t cuz you kept it inside you, plus they should know how you feel too

Not.
Don't use the "L" word unless passion is inevitable or on-going.......
If passion is not possible, its a flippant, dangerous thing to say, and heartbreaking to him, too, if he cares about you.
