No - because they do different things.
You can't compare them.

However, the Highways Agency officers do release the Police from some duties (such as traffic management after an accident or breakdown, or helping stranded motorists), allowing the Police to concentrate on enforcing the law.

There is so much they can't do. Had a bad accident on the A1 at easter. It left me stuck in the outside lane. Thay wouldn't do anything got right on my wick. They then wouldn't stop the traffic. So i took a reflective from them and closed the A1 on my own. They were shocking!

Yes for helping motorists but in most places they seem to have replaced the police so there is now less law enforcement on the roads.
