Most of the time, they will keep them alive for alteast a year, that gives the police time to find family, if not, and they are on life support they will go ahead and pull the plug, but they usually don't donate your organs because they don't know who you are, so it's not good to give someone a shitty kidney, you know. If the person is just in a coma without life support, they will wait forever, because the person may still be revived. And amnesia, they will send to a special hospital for rehibilitation and of course waiting for some family, if no family, they try there best to get you set up with new name, blah blah blah.

They work with the missing persons clearinghouse, check fingerprints against known records (including driver's license, military service); occasionally go so far as to put it out into the news media with description of the person. If they are amnesiac and can be photographed, they will include photo.
This falls usually to the social service department, one of many hats they wear.
