You sound like your 14. Become a man and take charge. Don't ask her out. Say, I'm goin to the mall on wed, you can come if you want to. Be in control of any situation. Give her a lot of attention one day, and wait 3 days to say hi to her. These are the things to make your game tight. and if she doesent wanna be with you, forget her.
