Well in Alabama you bring the car ur transferring (or brought) from outta state with you to the DMV. You will need the car itself for the vin inspection, the title, bill of sale and a driver licenses. If you have out of state driver licenses you will have to show proof of residence such as a utility bill. (water, gas, house, phone..etc.) Or just go ahead and change ur license to Alabama and that will be ur proof of residence.

Now if the car has a lein on it... the lein holder will have to fax the title info. (u should have the bill of sale or they can fax that as well) to the DMV. This way the title can be changed to Alabama. Hope this is helpful. Check the link below as well.

Take your PA drivers liscence, and your current registration and title to a Notary Public, car dealer, or messanger service.
They will have all of the appropriate paperwork you need to register your car in PA. If your vehicle is financed, you will have to call the finance company and have them release the title so you can have the registration completed.

Once you have it registered you have ten days to get it PA inspected.

You have to change your drivers license first then go register your car and get insurance at the same place.
