We had that problem.

Brothers 80's Lebaron. 4 cyl. wouldn't go over 40mph.
Turned out it was a "pump" that uses exhaust manifold "pulses" on one side of a diaphram to pump fresh air down to the catalitic converter.
The diaphram burnt out, and was letting hot gases through into the converter, making it not function correctly.

Follow the tube in the side of the converter up to the engine and you will find it.

Something to check, anyway. The mechanic at dealer was an idiot, and I had to find it.

Go for the catalytic converter, must be clogged, if you hit it hard(a hammer will do) you may able to hear the pieces inside the converter, if that is the case the cat converter has a warranty of seven years or 70000 miles whatever comes first.

I suspect your catalytic converter could be clogged. This is part of the emissions on your exhaust system. A new one is not cheap so don't get sticker shock if you price them. If I were you, I would check at local salvage yards for a used one from a wrecked car. A word of caution; the catalytic converter can get hot enough to start a serious fire, it can get red hot. Please have this checked ASAP.

personal experience - my piece of crap car wouldn't go over 45, turns out the distributor cap had a tiny little crack in it. After I replaced it (it was super easy to do), all was well again.

It's worth a shot.

Little more InFormation - What kind of Car? Engine? Does IT Shift ? Was it gradual or all of a sudden ? etc.etc.

sounds like the trans is still acting up and wont shift into high

my car has an emergency mode, where if it detects something wrong it wont let you go over 30MPH, perhaps its something like that

check the exhaust system, if its pluged up,or not enuff exhaust is getting out. it will not let it get up to speed.
