Yes it is a sign of arousal, but not necessarily because he's horny. It could also be caused from low level stress. What breed is he? Is he nervous or high strung? Getting him "fixed" isn't necessarily going to solve the "problem". Talk to a professional. Dog Trainer or Vet. It doesn't sound like anyone that has an answer so far knows what they are talking about. Except me.

Be a responsable pet owner and get him nutered. This world doesn't need more puppies, especially from an owner that doesn't know this is normal.

Have him fixed if you do not want him to have them. It may not make them go away completely, but it should reduce them in most breeds.

He will outgrow some of this. They do get farther and farther apart.
If he isn't purebred and/or you are not planning on breeding him, fix him!

ignore it-- it's natural. I just laugh when my dog does it, and try to distract him if he gets carried away.
