Before investing in Paintshop Pro, unless you are getting a really good deal, you might consider some alternaitves.
I would say that Paint.NET is one of the best photo editors currently available for free. I believe that it could rival much of Photoshop or Paintshop. Paint.NET is a collective effort started at Washington State University and is updated regularly with new features.*

yes..it will do everything Photoshop can do and is a heck of alot cheaper
