I moved to the Bay Area about 10 years ago. I started hearing this word: hella. I was dreadfully confused. I realized the word meant "really" or "very" and basically just stresses the following word. It's very "ghetto" to me and also a little annoying when over used. However, it grows on you, and it's definately Bay Area speak. Gwen Stefani had a conert in the Bay Area and then wrote the song "Hella Good," or so she says in an interview.
"Hella" has since turned into "hell-of" for some unknown reason. (It now doesn't fit it's "really" or "very" definition.) I'm guessing it's mixed with "That's a hell of a lot of ____ .")
Thus, "hell-of dumb," means you're really dumb.

The term refers to a hell that is full of dumb. For example, "Jimmy put the dumb into the hell and gave the hell of dumb to Suzy."

A dreadful phrase usually said as "hella", and some people go as far as to say "hecka", which is unbelievably annoying. Never go to Northern California. They use those two words as a replacement for: so, very, really, etc. and use them NONSTOP. I mean literally nonstop. It is the most annoying thing ever. I had to live in Sacramento for 6 months and I couldn't stand it and from hearing it so much I had to train myself not to say it because it was very close to coming out a couple of times.

There is nothing like Hell of Dumb..all the words which we say are from the Dictionary..and it is created by person like you or someone..

It, in reality, means NOTHING at all... it is an improper use of words.. that is.. the arrangement of those words is not correct and as such, the sentence means nothing
