I have hired a local carpet cleaning service to come clean my apartment and I was wondering whether I am supposed to tip them on top of paying the normal service rate.

Yes, but wait until I take over the carpet cleaning. A tip of 50 to 60% would be appropriate.

No. He is being paid to do a job and it better be a good job. There is far too much mediocre work being done. If I'm paying big bucks for a job, I expect nothing less than the best.

It isnt customary but you can if you like, especially if they do a really good job or do something extra like move some furniture. Or you could just offe them a coke and some cookies, something just to say thank you.

No, and in some places they could be in trouble for accepting if you did offer. I often offer a refreshment like ice tea or lemonade

You can tip if you want to but it's not customary. They get paid good enough for their service by you and their employer.
