No, i think is obsession with the person in a way it might be that they are jealous but i would only understand that if the st ocker was he/her boyfriend or something. But a st ocker that is a stranger. That could be obsession maybe he/she knew who they were stocking for a long time. And know wants them for something. I would be scared if i was being stocked. It is very dangerous ether he wants something or you have something he/she wants. Panic!!!!
