No, the left lane is the fast lane or for passing and the right lane is for slower vehicles. Yes sometimes drivers tend to drive fast in the right lane because they have no patience and are always in a hurry.

the left lane is fastest. However, during traffic jams, the right lane tends to be the fastest. people are exiting and stuff.
