The most powerful production rifles available in the USA to civilians without using atf form 1's or form 4's are the 50 BMG rifles, such as Barrett, LAR, Armalite, McBros and others. The largest caliber production rifles are the 700 Nitros, but they are usually custom jobs made for order.

The makers of the more common rifles that are over 1/2 inch bore have exemptions from the ATF to allow manufacture for civilians. Firearms with a a greater than 1/2 inch bore, with a few exceptions, are classified as destructive devices and require that a $200 tax be paid by the maker, or the manufacturer have an SOT.

While 50 caliber or 1/2 is the usual limit for civilians in the USA unless paperwork is submitted to the ATF, there are exceptions, such as for 20 and 12 gauge shotguns. Putting a rifled slug barrel on a 12 gauge turns it into a 12 gauge (or 73 caliber) rifle, these are also exempt from the ATF rules on destructive devices.

If I want to buy a 20 mm vulcan gun barrel online, I have to pay a $200 tax before attaching it to an action and turning it into a firearm. The Federal government does not actually ban any firearms, they just make some of them hard to get your hands on.

Short answer: the BMG. It will shoot a 750 grain bullet at nearly 3000 fps. The 700 Nitro and .577 Tyranosaur each approach the BMG in their own ways, but they don't quite match it's energy(and the 700 Nitro is more "technicly" a chambering, it exists, but hardly any guns or ammo do.
Technicly: SSK Industries has done quite a bit of work with the 20mm Vulcan cartridge(which is technicly considered a canon cartridge, so... kind of a grey area), necking it down to various calibers, I think like .70 or .90(their proprietary cartridges are named JDJ i.e. 750 JDJ or 900 JDJ). That might be some class III stuff though. Also Barrett just started producing a BMG necked down to .416, which is a smaller bullet, but going WAY fast. The BMG still has more energy, but it's a BMG class cartridge anyway. That's the only COMERCIAL BMG based cartridge(I think), but gunsmiths have been doing it for a long time.

The Barrett M82A1 check it out on the net. its a .50 BMG semiautomatic rifle with a 10 round magizine. It is capable of puting all 10 rounds down range in under 10 seconds. The kick is not what you would expect from a .50 either, its about equivelent to shooting a 12 guage shotgun. its pretty badass i want one.

I think, at least in Arizona, the largest caliber you can have is a .50 (12.7mm) so that rules out a 20mm. barett makes a few different .50's and the new .416. Also Armalite has a great single shot called the AR-50, and there are various conversions for AR-15's to make them .50's

700 Nitro is the biggest caliber which you can fire off a long gun the diffrence i think between the .50 cal bmg and the nitro class of cartrige is the useage nitro is ment to hunt a rhino,elephant, tiger -it has a power to stop a freight train on its tracks . while the .50cal bmg is a military round used to kill people. it offers pretnitration power thru armor, cars and houses

700 Nitro Express is close to 50 BMG, but the 50 has a bit of an edge.

But if you really want a Barrett??? It has a Barrel: 29" Weight: 32.5 lbs Length: 57" overall Stock.
Now do still want a $4000+, 32.5lb. .50bmg rifle??????
