Ugh, I just got this horrible image of God scratching his nuts and then catching the world again in THAT hand!

Well, I suppose I rather be in the hands of a god who has to clap than.. elsewhere on a god who has the clap.

If so he wouldn't ask us to help itch/wash/clap his hands coz, just mere men! God is God all by himself, and how dare you make likely of God's duties! Better yet I dare you to just ask God, I'm sure he'll tell you, coz, he's a just God; holding back nothing if we ask, he'll tell us the most secret things we knowest not! Jer. 33:3!
God is a good God! Nothing lacking!

He's got the whole world in his hands is a metaphor. It is ment to convey the notion that God has dominion over His creation.

there's no real reason to clap because mankind hasn't done much that's worthy of applause. i'm surprised he hasn't already washed his hands of all of humanity already. perhaps it's only because of the promise he made after that nasty noah's ark incident that he hasn't done so again.
