Just give you one tip.
Go to "run"
type "msconfig"
Go to "startup"
Delete those programe you do not want to startup.
Above should increase your startup time.

I don't have all day.. but I'll answer one -
If your computer is slow on shut down and restart - and you have Norton Internet security... that's probably your issue. Otherwise, you may have a virus, or just need to clear out your internet cache.. but judging by the million questions above, you probably aren't sure what that is. Good luck

Probably too many programs on your computer. You should buy a new one now. Should get one that tells you how to use it too.
