I have that same problem - I bought a callous remover and use it after a bath or shower every day or every second day, then apply a moisturizer and it is now 100 percent better.

My husbands feet were horrible, and after having worked on my mothers feet for years I finally perfected the solution.
Find a nail file..the roughest one they have, if you don't have a Sally's Beauty Supply store. If you have a Sally's, they have the heavy duty files that are red and triangular shaped, these are the perfect tool for the job.
Find a heavy duty foot lotion, also found at either place. Something with pepermint in it is a wonderful solution. Do NOT use regular every day hand lotion. In order to cure the problem you need the very thick, non-oily lotion. Lubriderm is OK, but usually not thick enough. Dr. Scholls has a thick cream lotion in a small tube, this stuff works very well.
Stop using exfoliaters and the pumice bar, it can actually add to the problem.
At night, file all the crap off your heal...as much as you can. Then massage the lotion into the skin, a little excess for the first couple rounds will work even better. Put your socks on overnight. It takes a couple of tries at this, but it works. After that you should only have to do it once or twice a week to keep up, depending on how bad your feet are. Sandals do make the problem worse, so does excess moisture in your shoe/sock.
Trust me, I have spent much time figuring this problem out, this works the BEST.
Good luck!

After you pumice then use a moisturizer at night and then you must wear a pair of socks to be so that the heals can stay moisturized throughout the night

do you have the time and patience then just take a load of moisturiser and slap it on your feet and put more on the heals, massage them for about 5 minutes then soak them in nice hot water with some salt in it for a good 10 or 15 minute's take a foot scraper and scrape off the dead end's,do it in one direction from left to right or top to bottom.which ever you feel comfortable with, then wash your feet in clean water with some body wash and rinse them and apply some foot cream.will have to work if not i will shave me head off.

Put Aloe Vera Lotion on your feet twice a day. My feet are the same way. It is completely frustrating.
