How do I prevent in-grown leg hair?

Very thick hair. Grows in when I shave or use removal cream. Cannot find solution to this problem. (Apart from not shaving it off and waxing) (Remedies welcome)

Your hair seems to have some sort of agoraphobia. There are several reknowned hair therapists in California.
