I need a good video and movie editing suite, something that can do the following.
Create a split screen effect where , one can place to people in teh same room together.
Blur faces on certain people in the video
change the backdrops of people, kinda like a blue screen effect
anyone know a good program that can handle all this yet work on a home pc.

Adobe Premiere. Expensive, but top of the line. CHeck the system requirements before buying. Add the After Effects program for all of the features you have listed.
If you want something cheaper, try Roxio Easy Movie Creator. About 1/10 the price of Premiere, but runs on almost any computer. But will not do everything you listed.
