First we must all be conscious of the FACT we need an alternative fuel source. Once we all are aware of this fact we can begin demanding vehicles built to run with the alternative fuel. It would also help if we have a plan to build stations for alternative fuel delivery to these new vehicles, & a reliable source for the continuation of this alternative fuel. So, lots & lots & lots must be planned for before this can be a reality. Which I am for by the way.

The desire to actually build one, as opposed to a large truck, and settle for buying technology from someone else.
Either that, or a foreign maker buying a controlling interest in a US maker. Chrysler's hybrid efforts stalled when Daimler gained interest because the German engineers likely threw up all over the plans from Detroit and told them to start over.
Please understand this, I love American cars and the history from Detroit but it definitely seems to me that the corporate leadership of the big three has become derelict in their execution of business decisions. I am sure it will be ok, after all, Ford is bringing back a longer Expedition and GM has just made their full-size pick-ups even larger! Morons.

Whenever a US company makes a hybrid car. So far, only hybrid trucks/SUVs from "US" auto makers. And then it'll have to be more than a mild-hybrid (like GM is liking to do).
However, the Ford Escape Hybrid is best in class for fuel economy, beating out the Toyota Highlander Hybrid.

First it needs to be comparable in price to foreign cars, that can only happen when health / retirement costs are better managed. Many foreign companies dont deal with that their governments do.
Next, the companies will have to get out from under the thumbs of oil interests that want to keep cash flow and the unions that dont want to see jobs change or money spent on re-tooling plants that could go to health / retirement plans.

It will take consumers that are actually interested in such a product. Right now most American companies are concentrating on hybrid SUV's and trucks. Those are the most popular sellers in the US.

im guessing soon since this is the first time in history that toyota outsold ford in autosales within the u.s. fmc and gm no longer hold the domestic car industry in their hands. they'll do wat the japanese did in the 90s copy their competitors.
