I am not sure in which order the 3 words should be read. They may be a motto associated with the Sicilian emblem, the trinacria. They surround the trinacria emblem on a Sicilian postcard dating from approx. 1905.

I couldn't find these words, either - I also looked for Sicily's motto, which apparently has been Unity, Liberty, Independence since the 1800s. Not even close. Other than the pi, all the other Greek capitals in this phrase are identical to Roman letters. Maybe it is actually some other language.

Classical Greek didn't have any word like ΝΟΡΜΙ.
It looks more like Modern Greek but the individual words do not match up in dictionary sites online.
