Usually people will lower it. for example if you see a price for $3200 they already plan on getting $3000. So try that method. Also do some research on comparable cars in your area and consult KBB and NADA. Lots of luck!

Do your research first. What is the vehicle actually worth? Check used car dealers as well as blue book and classified ads. That way you will have good information.
Most private sellers have a price in mind that they want to get for their vehicle - and it is less than the asking price. Make an offer that is reasonable based upon the asking price and the information you have about the worth of the vehicle. If the asking price seems much too high, ask about it and explain that you have researched the vehicle. Possibly the seller can explain the discrepancy.
Don't insult the seller by offering a price too much lower than the asking price - you can generally offer about 25% to 30% less than the asking price. You could always make an offer dependent upon the vehicle passing a motor vehicle inspection, paid for by the seller. If the price is really out of your range, say so. If you don't get this particular car, there will be another one. There are lots of used vehicles on the market.
Don't try to pull tricks or cons. A private seller is just an individual trying to make ends meet. Treat the seller with respect just as you would like to be treated. You will find a seller where his/her asking price will be within the limits of what you can offer. You need patience in looking for a used vehicle.

A seller has a set price in mind before you even go to them.
They will not go below a certain price, no matter what you say. Don't be dishonest, don't pretend to see flaws, or con anyone.
Use any real flaws to your advantage, and like the others said, give them your final price. Then walk. If they have any intention of lowering the price, even a bit, you walking away will make them see that you're serious. Then it's up to them to decide how badly they want to sell. Don't lower yourself.

Well, you can usually make a big deal of the flaws.... like if there's a small dent, make it seem like it'll cost a fortune to fix it.
And bringing an ad with a lower price helps.
If they won't budge, just leave. They will either stop you and agree to your price or let you leave. Just go there believing that there are tons of other cars available at your price.

Don't con or trick. Offer to do something for the seller, such as yard work. Or offer to barter the price down as in "xxxx cash and my old motorcycle". Paint his barn, whatever it takes in real effort.

like ask them if they will lower it a bit and pretend that you can see things wrong with it and bring along a m8 or partner and keep saying 2 them when in hearing range of the seller "well it is a bit to much and look at the scratches shall we leave it and see some more 1st???"
then maby theyll lower the price!

Sometimes the best way is just to ask. Either say I have x amount will you take that, or ask them what they are willing to accept for the vehicle.

Flash alot of cash in front of them and say "this is all I got" if its close they will take it. every time.
