I'd back off. If he likes you that much he'd break up with her. But how do you feel about your cousin, that's family you may be losing. And reverse the situation, what would you want her to do in the same situation. If they break up give it some time to cool off so they're both sure what they're doing. You may end up with him going back to her if she's dumb enough to take him back, and you've lost a cousin. If things are still broke up between them, in time maybe ask her if she would mind if you dated him.
Otherwise, I'd stay clear, and you'd be showing yourself alot more respect for yourself if you just backed off. At least for now. Or, he needs to talk to her and let him know how he feels about you so she can get on with her life. Or both of you can get on with your lives.

Work out what you like about him and find a guy that does it for you that's even better.
