Enter whatever you have into an arts search engine like www.absolutearts.com or wwar.com

Enter the name, year, medium, size, subject matter...whatever you have to work with and see what comes up. The sites have a lot of living artists as well as dead artists. if the artist is dead, you might get a dealer or gallery come up that deals with the artist estate.

Chagall? Matisse? Seurat? Degas? Toulouse-Lautrec? They all did clowns/cirque/circus images...

http://images.google.ca/images?q=tbn:dezh7rfG9qHWZM:http://www.tamsquare.net/pictures/L/Henri-de-Toulouse-Lautrec-In-the-Circus-Fernando-The-Ringmaster-.jpg
shows a ringmaster, a pretty girl on horseback with a ruffle that resembles a fan, and formal dress spectators.

If that's not it... here's a Lautrec poster/sketch that shows a clown down on his knees to a pretty girl.

And a Seurat with a clown and girl rider... lots of formal wear at the circus pictures! http://www.bc.edu/bc_org/avp/cas/fnart/art/19th/painting/seurat004.jpg

Hope that helps, or gives you a place to start looking again...
