last night i was at a restaurant wearing a mini skirt and i wasnt wearing any underwear, a guy kept staring up my skirt and his g/f noticed him staring and dragged him away calling me a ****. i dont think i am but maybe i am? am i?

You don't wear a mini skirt without undies, it's just downright rude, nasty and for perverse pleasure to the male sex. It is selling yourself short. It is an affront to womanhood. It is objectifying yourself for the attention of men. It is nothing than a blatant scream for male attention and as such is a huge example of low self-esteem.
Why do you feel you need to put your body on display to attract male attention? Can't you attract men with your intelligence and charming personality? Is your main purpose in life to be a semen receptacle for men? When you present yourself in a physical, sexual way you are leaving no room for a person to appreciate your intelligence and true attractive nature.
Respect and be true to yourself and show the world who you really are and what you have to offer. You'll be a far happier person for your efforts.

You both are in the wrong. If you're going out somewhere, at least wear a thong. You can't see a thong if you're wearing a miniskirt, and that's the only classy reason a girl would consider going without. He's a putz too for blatantly staring, however his girl needs to fuss at him too because he looked.
