Only if you're in the UK.....
As mentioned above, call your local Police non-emergency number which you can get from directory enquiries or the phone book (please don't ring 999 to ask for it - I'm not saying you would, but a lot of really stupid people do. Errrr, I'm not calling you stupid either (keep digging that hole)). Oh, or you can report a minor crime on the internet at the following address.
http://www.police.uk/services/mcr/default.asp .....and your report will be sent to your local Police serivce.
Hope this helps.

You find out what their crime reporting number is - not the emergency number.
Ensure you have all the facts that you wish to speak to them about. When they answer the phone tell them you wish to make a complaint of "whatever it is". They will ask you some questions also and then act accordingly. It maybe that they give you a crime report or assign an officer to come and speak to you and take a statement.

call you local police station, usually finding the number in your local phone book. visit the front counter of the police station and they will take a report there, or some forces are trialing a system where you can report a crime via the internet and email.

Call their number in the phone book (not 999). It will be listed under police in the phone book. Or go to the police station.

Look in the phone book, go on-line, or call info for a non-emergency number for your police department.

Get on to crime stoppers, the phone number should be in your Yellow pages or Thompson.

Don't bother they wont be interested unless someone has been injured they will probably say, cant you get on with your neighbours or something like that. On the other hand you might be lucky to get a young new recruit desperate to prove him/herself to there superiors WINE FLY
