Downloading, installing and running an unlicensed / unpaid copy of Adobe Photoshop is illegal, except for a trial version.
I would say that Paint.NET is one of the best, if not THE best photo editor currently available for FREE. I believe that it could rival much of Photoshop which is a very expensive program. Paint.NET is a collective effort started at Washington State University and is updated regularly with new features.*

For a trial version of Paint Shop Pro X you can go to http://www.corel.com and click on free trials. I think its good for 30 or 60 days. Good product I use it all the time.
