So that a blind person committing car theft can point a gun at the drivers head from the rear seat, while lefthandedly operating the ATM. The driver meanwhile can keep his hands on the steering wheel.
BTW: Very cool that you refer to American government as God. Now I know why I'm an atheist.

Well I don't think God did the Braille engraving Himself; I think He left that in the capable hands of the ATM manufacturer LOL...but to answer your legit q, it's b/c ppl also use them as walk-ups...the driver can let the blind passenger get out and walk up to the ATM and do his/her own transactions w/o anyone else seeing his/her pin...it's to assure everyone's privacy.
