What you want to do is possible with VCD2.0 if you figure out how to generate your own xml and use VCDImager. The only limitation is that you can't change from one still to another in the middle of an audio-only mpg. So if you want to play a song while switching stills, you got a big problem and the best alternative would be to make it SVCD motion video. If you just want to make a short commentary for each pic then this mght work.

You can put all your stills and audio into the SPI (segment area of a vcd allows non-standard audio and video). Convert each still from a jpg or bmp to an mpg with tmpgenc and create all your audio-only mpegs. When the PBC switches to an audio-only mpg, the last video frame remains on the screen. If you don't want audio for some stills, you can program it to leave it onscreen for so many seconds then switch to the next frame. If you've got 500 pics, that's one helluva file management problem you've got there.

I'm a big fan of Pinnacle's Studio for editing video. It's cheap and easy to use. Studio has a "grab" function that allows you to grab a frame and save it as still photo. However, don't expect miracles. The still will be OK, but it's not going to be photo quality. It will be good for online viewing or smaller sized prints - 4x6, maybe 5x7. I use this function a lot to make title backgrounds and label backgrounds for my video's.
