Well..not every guy is shy of saying the three beautiful words : I Love You. There r some guys who can even shout and say those three words like a patient from a mad hospital who is on the loose! At the same time, there r some introverts who r quite shy to just tell their girlfriend "i love u, dear" although they really do love. Its just in their "introvetish" nature which prevents them from saying " i love u". But there r some egoists who feel that its the responsibility of their girl to them "i love u" 24 x 7. these people r similar to the male chauvinists..they dont really appreciate women or see them as women.
And if its the case of proposing to their girl for the first time, they might feel "shy" or rather nervous to say "i love u" as they r unable to anticipate what the reply they will get will be like - a slap on the face or a warm hug?
Anyways..all guys r phsycos..!!

To them it is a strong word, And they will get embarrased if you get all happy about it. My fiance has no problem saying it, Though he is shy to look at me when saying it

My sisters boyfriend isn't, and the guy is a total prick. He says it all the time. If it doesn't mean anything, you shouldn't say it. And dating someone fore three months DOES NOT qualify you to say it either.

because we care that, the girl may think it bad or hurt (if she doesn't love) and because of our words we lost our best friend too.

This is the only fear in boy's mind.
