Dermatologists and even your regular family doctor can do this, however in a 1 year old child and on the neck I am sure they would prefer to refer you to a plastic surgeon.
Please be aware that SOME birthmarks vanish with time.

Usually, yes. Certain locations and/or methods may not be safe. You should always see a dermatologist for this, and tell all your docs that you're pregnant. The moles I had removed were always just a quick shot of numbing agent & snip, bandage. It took about 30 seconds total.

Dermatologist or plastic surgeon, depending on the location. If it is on the face, usually they will refer to a plastic surgeon to reduce the chance of a permanent scar.

for skin conditions you would need to see a dermatologist.who said it would turn cancerous.my whole family(7) have raised birth marks on various parts of their bodies and we are all fine.
