what i mean by orange is the lights emmited bt the street lights. n without photo manipulation

If you are using film then I would suggest utilizing a tungsten balanced film if your primary light source is artificial i.e., cityscapes etc. Tungsten balanced film is meant for photographing tungsten based lighthing, a common artificial light source. These types of lighting emit an orangish yellow tint, and tungsten balanced film compensates for this difference and more or less neutralizes these warm tones to produce a light more similar to natural light which is more of a bluish tint.
On the other hand if you are using a digital camera then check your white balance. If this still doesn't do the job, then there really is nothing wrong with going into photoshop to correct how you recall the lighting. Afterall some of the most staunch practitioners of straight photography, the F64 group, which was headed by Ansel Adams manipulated their photos to a great degree in the darkroom.

The best way is to adjust the white balance which will compensate for the color temperature of the lights. (Note that this will effect other objects/colors as well as the lights.)

There also may be a setting on your camera for night scenes which may help.

Yes, there's a slightly blue filter for that. I can't remember right now since I'm rushing to type the answer but call any photography shop and ask for that particular filter and they'll tell you.
