Which one - icd or dsm is used in Canada for diagnosing mental disorders?

ICD codes are used for treatments to bill insureance purposes. Insurance won't pay unless you use one of those codes. DSM is almost a cook book way to make a diagnosis. The DSM says that you need to have these sysmptoms for this long to have the diagnosis.
