Now I've had 2, I'd have to say the limit should be 0!
There's no limit and the local authority and the state will pay for as many as you want to produce, especially if you're a workshy layabout who knows how to fiddle the system.

There are no limits but there are a few rules,
1) children should be seen and not heard.
2) children should only speak when they are spoken to.
3) children should do as i say and not as i do.
Theses important rules are taught to children in their early years, its an unwritten law that all parents must follow.
Lol.

Do you mean how many children are we allowed to spawn, there is no limit unfortunalty, there are families with 10+ who are sponging off benefits and probably earn more than a family with both parents working and 3 kids, its a joke

For someone who cant be bothered working and expects the tax payer to fund all their kids, home and lifestyle limit should be NO CHILDREN, for those who are willing to pay for their own kids as many or as little as you want, i recommend 2

It depends on how fast they can run, the faster, the higher the limit. 2 km/hr is reasonable I guess.
