Is there any college / university in US which its tuition for In-State and out of state students is about the same ? Ussually they charge twice for the second group :-(

Yes. University of Minnesota Morris. It is on the Kiplinger list of best value colleges

There wouldn't be any state schools that do that because state and federal funding goes into state schools to make tuition more affordable for state residents. Private universities charge everyone the same rate.

Tuition for private schools are the same for everyone regardless of whether or not you reside in that state. Some private schools are New York University, Columbia, Pepperdine College, Hamilton College, Whitman College, University of Puget Sound, etc.

I don't think so, I think its an almost mandatory charge for all schools.
But you might want to look at smaller universities (or lesser well known ones), b/c sometimes their out of state tuition comes out cheaper than a more popular university in your own state. I've found that in several univ when I was looking for different univ to apply to.
