I've been seeing a guy for about 3 months now and we do everything a normal couple does he refuses to call it a relationship with titles and all because he's committment phobic because of some past pain, i don't feel that this is fair to me. Well anyways While not happy with situation I am happy with him , we're 'open ended' but neither of us is seeing anyone else.
so anyways lately i've met and started to really enjoy the company of a neighbour.. should i start something with him since the first guy isn't going to go anywhere relationshipwise anytime soon or just concentrate on him and what we do have?

I hate having the girlfriend relationship without all of the perks like being closed and yes even the stupid title.

For those wondering I would much rather have the guy i'm seeing but if it's not going anywhere and we're open why not see where it's going with my neighbor?

Hey - he's the one who set those rules, you'll only be following them when you start to see this neighbor guy. Nothing wrong with that - in fact, you're giving your current guy exactly what he wants!

I recommend enjoying an interesting new relationship. If your current guy is more serious about you than he's admitting (even to himself), then he will object and perhaps even suggest {gasp!} a committed relationship.

If he's not too serious about you, then you have a pretty easy out. You can use this new guy to safely escort you right out of the current relationship, much less painfully than if you had to exit it alone.

you're obviously not happy with the way things are going with guy #1 & it's almost impossible to get a guy to committ when he doesn't want to, so move on to guy #2 before you vest any additional time & get too emotionally involved with guy #1.
