and she tends to pick at it every so often. I know she's not trying to sleep...her eyes are wide open, and her behavior hasn't changed any. Is her foot just sore? Any input is appreciated. Serious replies only. Thank you!

It could be sore, just have a look and see if it looks normal, but generaly they just like to roost like that, its just a thing birds do, its comfortable for them.

Its perfectly normal for birds to stand on one foot/leg. A bird only needs one foot to stand/balance.It shows that a bird feels comfortable in his surroundings and secure in his environment. A secure bird will sleep with one foot tucked up to his abdomen and his head turned around and tucked into his back feathers.
Points to watch:
If you use sandpaper perches,these could be making your birds feet/foot sore. Only use one inside the cage. Do you have the correct perches for a cockatiel? Some perches also affect birds feet.

Occasionally when birds are relaxed, they will shift all of their weight onto one foot and curl the other one into their abdomen just to give that foot a rest. They're pretty much on their feet 24/7 so this simply takes the weight off of one leg for a while. It's not unlike humans when we will lift a foot and shift our weight off of a leg.
As far as the picking is concerned, if she has no wounds or sores, she is simply preening.

Well, if she stands on two feet when you walk up to her without any sign of limping, then she is OK. If you see her with difficulty standing on it then she might have something wrong then you should take her to the vet ASAP ! Its normal for them to stand on 1 foot when they are standing still on the perch because she could just be resting. Try making her walk around and look if you can see any limping or difficulties of her using that foot.

Many birds will stand on just one foot while resting. I found this to be a common thing with the captive birds that I worked with when I was at the Falcon and Raptor Education Foundation. People would see this and ask if that was why we had a certain bird, because it had a missing leg...LOL.

So rest assured it is normal, and good luck with your little feathered friend.

It is common for birds to stand on one foot. Mine do it all the time.

Just be observant that there are no issues. You may need to catch him and check the leg to be sure. But if he is walking normally don't worry

if its always the same foot that is being avoided then that means there may be a problem. Call the vet for advice and ask if a check up is necesary

Birds often stand on one foot. You don't need to worry about her. It's perfectly normal, actually I think it would NOT be normal if she didn't. It's amazing that they can stand on a perch with one foot while sleeping. Woah.....

Standing on one foot with the other tucked away is perfectly normal and healthy. I'm given to understand that you should be concerned about your 'tiel's health if she always perches on two feet.

General opinion seems to be that standing on one foot means your bird is happy and contented.
