does that always mean the wine is bunk?

If it was stored correctly (on it's side), then you shouln't have a problem. It also depends on the age of the wine, it could be a normal deteriation of the cork (if it's really old). If the cork smells really bad then go ahead and take a little taste of the wine (it won't hurt you), if it tastes ok then enjoy!

You said the "bottom" of the cork.
Here's why it's "funky":

Wine is supposed to be stored with the bottle at an angle, so that
the cork "stays wet". In other words, the wine in the bottle should
always be in contact with the cork.
This then creates a "seal" where air is prevented from infiltrating
into the bottle of wine, tainting it's flavor.

If the wine is NOT in contact with the cork during storage, then air
will get into the bottle, thus negatively affecting the wine itself.

When this happens, the cork will tend to dry out and will then, over time, get into the "funky" condition you describe.

When a bottle of wine is first opened, it is a common procedure
to first observe and then smell the cork which is the very first
indication that the bottle of wine has been stored and aged properly...
or not.

I'm not sure what funky means. If there are tiny hard cystaline bits on it they are wine diamonds formed from the residual sugars in the wine. Corked wine smells like wet cardboard. If there is other contaminants the smell should tell you. Perhaps you could elaborate on the funky cork

That's not always the case. In fact, I opened a bottle of wine last night that actually broke instead of coming out nicely as it should have. It may simply mean that it was stored for a bit too long in a more dry environment. As a previous person suggested, smell the wine first. Usually that will give away whether it is still good or not. The bottle I opened last night was just fine.

What it means, usually, is that the cork was bad when it was used to seal the wine.
Winemakers (even those who produce high-end, expensive wines) are losing cases and cases of wine every year due to bad cork. That's why they're trying the screw-top closures (svelt, I think they're calling them) and stoppers made of artificial materials.
Sometimes, you can get the wine shop to replace the bottle with another one. It doesn't hurt to ask!

if the cork smells like old wet newspaper, then the wine probably was not bottled properly and has turned bad. if the wine smells like vinegar, it's bad. i'm unsure as to what you mean by "funky"-I'm guessing something is growing on it. wine doesn't last forever. how old is the bottle? wine will turn.

i wouldn't drink a bottle of wine if the bottom of the cork is funky. if thats what the wine has done to the cork imagine what it will do to your insides

Smell it - if it smells like mold, that means it did not seal properly, and you should not drink the wine. Yuck!
