How Annoying!
There are some pellets you can get called Get off My Garden.
brought from most DIY stores or from garden centres.
Sprinkle these on your step, they have a horrible odour that animals do not like so it should stop it from going there again.
If you catch the dog in the act, spray it with water from a plant mister.

Put your hand in a plastic bag, pick up the poop, go over to your neighbors no matter what time of the day or not it is and ring their doorbell. Hand them the poop and say, "Your dog left this on my porch when they came for a visit. I really can't use it. Thank you anyway.", hand it to them, turn and walk away.
If it happens again, repeat the procedure and say, "No really I appreciate the gesture of your dog's feces by my door but I simply can't accept such a gift.", and hand it to them again.
If you want, take a picture of the dog doing it's business on your step and staple a copy onto the plastic bag before taking it to your neighbors.
After the dog has crapped by your door, hose the area down, let it dry and then mine the area with moth balls.
If all else fails, call the city and file a complaint.

Have a good word with your neighbour 1st off.
2nd, many councils can impose fines for owners not picking up their dogs crap. Around here it can be up to £50.
That's a deterrent.
But if the animal is continually messing in the same place, try sprinkling down a goodly amount of ground pepper.
They don;t like it and will usually poo elsewhere.
My dog poos in the sheep feild, along with the sheep, so no problem, but in a more residential area, it must be an issue.

Garlic is very good. It is a very strong smell and I know that vets recomend it when you are trying to get dogs from chewing on furniture. You might want to take a few whole garlics bulbs cut them in half. And place them around your door area. Dogs are creatures of habits. They usually do their business at around them same place all the time. The smell from the garlic should help him to find another spot. And what is your neighbor doing to help prevent this?

Put a dead dog's head on a pike next to your door to send a message. If that doesn't work you could try telling your neighbor to keep the dog away from your door. Then, everytime the dog craps by your door afterwards you put the crap in a paper bag, put it on your neighbor's porch and light it on fire. Then ring the doorbell and run. There are also sprays you can purchase which are unpleasant to pets and will keep them away from certain areas. I would go with the first one myself.

Just watch out and wait - pick it up - go to door - complain, if they take no notice, say you will post their belongings to them. Actually, on second thoughts, confront them first, tell them you will report this to police or RSPCA, then post the dirt. This is so annoying, I had this happening to me and got a boyfriend to confront the person - remember its not the dogs fault, so just report it to the RSPCA for letting the dog off a lead and not controlling it. You will need patience and Good Luck xx

Tell your neighbors. Be polite. Just say you aren't trying to complain but you don't have a dog because you don't like cleaning up poop and you'd appreciate it if they'd watch where there dog goes. If that doesn't stop it then put a bowl of food where the dog poops. Adult dogs usually won't poop by food. If that doesn't work. Capture the dog, remove its collar, and take it to the pound.

Do you have something that can make a really loud noise?? Like a portable airhorn?? Even a mega phone would work. Well if you can arrange that, do this
if you ever see it coming over to do it's business, I know it is gross, but let it "settle in" so to speak, then sneak up and blow the airhorn at top volume.
The dog will think that your house (or his ***) made this noise and be to scared to come near your house to **** again.
But you have to be close enough to really startle the dog or it won't work....
I did this once and you shoulda seen the dogs face...

Leave it some treats, it will soon learn you are not as bad as you're neighbour obviously thinks you are. Why else would the neighbour allow such a thing. You could always bag it and pop it through the letterbox with a note saying thanks for the dog poo but I have enough already.

You could try putting a few mothballs in a jar with holes in the lid. It's not to make them sick but with their better sense of smell they stay away from the mothballs. This also works for other unwanted animals like racoons or 'possums in the garage. Good luck
