Think about the passage in context--God is giving Moses instructions of how to live in the land and what to do with it. Maybe the NIV will make things clearer:
31 But houses in villages without walls around them are to be considered as open country. They can be redeemed, and they are to be returned in the Jubilee.

A portion of the earth was granted as a gift for obedience. Adam and Eve was thrown out of the garden for disobedience.
The worst thing that could happen was to be a wander and not have a place to call home. when the Israelites sinned they lost the promise land. Isaiah 33:20 Talking about a future paradise because it later says no resident will say I am sick. Don't have that today. 20an undisturbed abiding place, a tent that no one will pack up never will its tent pins be pulled out and none of its ropes will be torn in to. Isaiah 34:17 God will choose for us our inheritance. Many scriptures say God will choose for us our inheritance. And that we will never lose our place to live.
ONe of the most tramatic events next to the death in a family is having to move. People were not made to move around.
We love a familiar neighborhood.
The worst punishment he could give the Isrealites and cain for murdering his brother was to make them move away.

If there are no physical boundaries to the villages, then the land beyond (those villages) is common land.
The ownership of this common land will revert back to the villagers on some anniversary date.

It means absolutely nothing to me right now. Sounds like part of the Jewish laws for the every 7 years thing. Since I live in the US, it has no direct bearing on me. I'm sure there's some sort of underlying lesson for me to learn, but I can't think what that might be.

You have to read the entire book. You can't just pick out one verse and know what it is talking about. That's like eve's droppig in the middle of a conversation and expecting to know what they are really talking about. It's not possible. Read the book for yourself.
