I think, the country which is responsible is that one who has a power to manufacture deadly weapons such as missiles. A country which all residents of other countries are searching for greener pastures. A country who could sell their weapons in case of war, this may benefit them. And a country who is responsible for the wars in the middle east.

It would be a proxy war. Just like Bush Vs. Osama and Israel Vs. Hizbollah. And no country will be responsible, only leaders and power holders. It is not going to be responsibility of the "people" but of a government.
