This is of no real help, as I don't think it is generally possinle without delving into the windows machine code that looks after this. A dodgy thing to attempt.
You can however do a horizontal flip of the screen, which is interesting, as everything appears backwards.
Or turn the monitor upside down. OK those options are daft, so operating left-handed with a mouse set to the left is what we put up with I guess thier strategy is "catering for the majority"

As the previous respondent said you can't, Actually I have never seen a UI with the scrollbar anywhere other than the Bottom and Right side of the window....

uh, you can't. The scroll bar is always on the right hand side of what you are scrolling

default scroll bar to righthand side.

you can configure most mice to scroll and use your mouse on left side if you so desire...
