Unfortunately when the aggrieved complaint to the police, the cops ask us to find out where the cheats are hiding and only then they wld help retieve the money. Becos of various reasons.

CAN WE :: GOOD CITIZENS CREATE A NETWORK AS CRIME BUSTERS. PLS? :

where we can exchange information / pictures of such scoundrels and inform one another through extensive email circulation and may be capture or inform the police of such scoundrels movements and bring them to book.

Or any suggesstions pls.

Its got to be on a voluntary basis. And if we are successful we may create a revolution of sorts. This needs lots of thought to go in.

The answer is yes. There may be a few legal matters to take into consideration to cover yourself from liability (If these criminals find they can get even more money through civil action, they will), but yes you can.

Realize, though, this is not as simple as it sounds. One of my favorite scams to hate is the disappearing contractors, so I will pick on them. They agree to build your house, to do a specialized portion (IE electrical work, plumbing, framing) for a certain amount up front, and the balance upon completion. You may even see them work for a short time. One day, they just don't show up. You are unable to contact them, as they have not only skipped out of the job, but out of town as well. Your money has gone with them. They will then set up shop somewhere else, under a different name. These contractors, or subcontractors are a dime a dozen. Tracking them is very difficult. If you can find a way to track these groups, that is simple and easy to use, then a network would be very useful.

Your best bet is to avoid getting tricked. Know who you are dealing with. Have some way to guarantee your funds will get you what you are promised. Don't give out personal information over the phone unless you are 110% sure of who you are talking to. If dealing with contractors, find a point man that collects and distributes the money, don't have individual subcontractors approach you asking for money. All in all, if it sounds fishy or "too good to be true," more than likely something is not right.
