In an effort to continue its concrete work, the children development foundation has participated in creating quality education for all people and TO MOTIVATE the potentials of the nation's children in order to develop our country, we hereby convey that “Lengkong Mandiri Education Village (KPLM)” in Lengkong Wetan Village has been declared as the lung of BSD and Bintaro Jaya Cities on 27 June 2006 by Ir. Rachmat Witoelar, State Minister of Environment.

maybe the words "fully develop and cultivate" would fit better in here.
Like this:
" . . . quality education for all people and to fully develop and cultivate the potential of the nation's children . . .

To Motivate is the right word.
The other alternatives are:
-To exploit the potential
-To explore the potential

it is well used grammatically.
Would it sound better if you said
....quality education for all people to
further develop and increase the potentials of....

These are just a few suggestions. It depends on exactly what you want to say. However, "to motivate" doesn't make sense.

no, 'to motivate' is correct grammatically.
but if you are looking for a better word, 'to increase', or 'to develop' is more appropriate.

I would suggest "encourage" or better, "develop" as an alternative to "motivate".
