You'd have to look up the verse and see what it says first, then explain how science fulfils it. A mandate is like an order, or the statement of a plan, so maybe it's somehting like "be fruitful, and multiply" or "don't eat from the tree" or something like that.

I assume that the cultural mandate in question is the essential command to be fruitful, multiply, and make the earth and all its accessories the property of the human race. An explanation of how science is a means to fulfill this mandate shouldn't be hard to contrive; after all, science gives us everything from taxonomy (to name a thing is to control it, in a sense) to genetic manipulation (if you can tell its children to have more and tastier meat, it's for darned sure subdued).

I suppose that someone with an agenda could interpret this as man ruling his environment, including the invention of the notion of science in order to subdue the earth. I tend to think of science as the observation of God's world, the order He created and the perfect disorder also.
