Yes, a person in fling already shows interest or attraction. Any matter or feeling can be levelled up or down depends on how it was dealed. So, it can either let you feel serious affection to another.

Never know,things just sometimes have a way of working out. I had a few relationships that were flings at first, but it just bloomed into something much more.

Only if the two people decided they wanted a committed relationship and both tried really hard to make it work. I think it all depends on the situation, though.
