I feel for you.I couldnt begin to imagine how hard things are for you.I believe if you try to stay calm and focus when you speak and your upset,or nervous you try to speak slowly and clearly.You may not stutter as much.Try "practicing"having a "debate"or serious conversation about something you feel strongly about with someone close to you who wont make fun of you and would like to help you get over your shyness.Also learn to speak up on things you arent nervous about and feel you have the right answer/opinion to,this will give you practice and courage to speak at other times.GOOD LUCK!
