I use the program that came with my Creative sound card. I've never used Nero or anything else to do it with. It's called Creative Wave Studio. It's been around for ages (thus the name) but it can handle MP3's. I used to create an awesome sound bite of Darth Vader and use it as my system start-up sound. I've always been happy with it's results. If you don't have a sound card I would try Nero or possibly Musicmatch.

first you have to convert an MP3 into an editable file, like a WAV file. You can find some free programs on download.com that will convert them for you. Then I would suggest you use Cool Edit to take out whatever "snippits", then convert it back to mp3

The link provided will take you to a page that has many audio editing freewares to try out. I prefer cool edit pro, but for a novice it's vary expensive starting at $299.00
