There are.

Can I suggest a couple of other modifications?

'Not quite' should be 'Not very', and what is a 'Plus and quality school'?? If it's the name of a school, then okay - but if it's a description of some schools it would be better as just;
"there are many quality Schools".

"There are" sounds better. "There lie" sounds closer to describing something in a state of repose.
Now, you could say, "There lie the sleeping dogs", which is more descriptive than "There are the sleeping dogs", because it puts the image into more detail.
But school buildings (unless they are perfectly flat, which is highly unlikely!) should be described as "there are".

Evans,
In this case use
'there are'.
It's safe and apropos.
