The other night I took some water from a nearby sink and place it in an empty plastic bottle. I then put the bottle into the freezer for it to get cold, but naturally I forgot about it and now (the next day) I found it to be frozen, however not entierly. There still appeared to be a bit of water left unfrozen, odd, but I was thirsty so it would have to do. As soon as I took a sip I immediatly tasted what appeared to be chlorine. So does chlorine freeze? Or was what I tasted something else?

Yes it does but at a lower temperature than water. That's because the chlorine in the water is an impurity that acts like anti-freeze. I've never tasted chlorine but if it kinda tasted like bleach, it probably was.

Everything Freezes if the tempeture drops enough. Chlorine solidifies at tempetures far below freezing but the quantity found in tap water would not be enough to drink. In a 2 liter bottle the amount of Chlorine would be inperceptable to the human eye. What you probably drank was unfrozen water with some sediment from your pipes distorting the flavor.

everything freezes just at different temps, so the freezer might not be cold enough to freeze chlorine.
