If god is all powerful, then why does his law have to be "fulfilled" (changed)?
"Also, why does he need the rainbow to remember his covenent with man? 9:13 I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth.
9:14 And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud:
9:15 And I will remember my covenant, which is between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh."
And why didn't he just invent post-it notes earlier, it would be a lot easier then a rainbow?

Why did he have to kill all of those people in a flood? Why didn't he just put everyone to sleep and wipe their memories clean, he is God right, and he is supposed to be able to do anything.

I don't find your questions irritating or offensive. You want to know why, right? I'll tell you as well as I can.

Two things are prevalent that must be made clear.
1) that God must 'have' something, and
2) That fulfilled appears to be equivalent to change.
The answer to 1): God doesn't 'need' anything. That is the way He chose to have it done. So not be a condition outside of His control, but a choice He made in order to bring it to pass.
The answer to 2): Jesus fulfilled the Law. It never could change. That's why it had to be removed for sinning man to have a chance at being with God through eternity. What changed was the way in man could approach God. The Law in itself never changed.

Once again, there is no 'need' of God here. It was something that He gave to man as a promise as in His convenant with men and every living creature.

The Law of Moses was fulfilled because humans were finally ready for the higher law. Has nothing to do with his omnipotence, but rather, our weakness.
As for the rainbow, those verses never said that he NEEDED to remember his covenant. In fact, the verse said, "And I will remember my covenant." He can remember the covenant with or without a rainbow, the symbol is for our own benefit.

This is sort of like saying...when I play Monopoly why do I have to move in one direction?
Actually, while that might seem like a logical assumption, it would be just that...an assumption. Why God decided that He wanted things to work in a specific way is something that only He can answer.
Of course, none of this makes Him less than All Powerful. And our lack of understanding why He did, or does things, in a particular way or fashion, in no way changes that. Your assumption, is that you think you have some logical reasoning that screws up all that He left us, and that, therefore is evidence of fallacy.
You'd do better to consider what a wise man once said. "Wisdom, is the first understanding that I don't know everything."

Law is given by GOD.
Gog can not work against his own character that's why he is GOD.god is not having any kind of selective amnesia. he made the rainbow for the man to remember the covenant.

I'm wondering about your motive/reason for asking this question. Assuming you are serious, I'll give you my answer. Fulfilled is not equal to changed. God knew that man could never fulfill the law He has given them that is why He gave somebody(a man) who could fulfill the law(obey the law at fullest extent). Sin/corruption entered our world through on man's sin. It would also take 1 man to redeem mankind. Guess who is that man...

Do we give our judges and supreme court justices power of law? Do you think "law" should be "fulfilled" when one commits a crime - like murder? Well, sin is a crime against God.
Just like you wouldn't respect a judge who let criminals walk free, we wouldn't respect a God who did the same either.
Yes, the God of the Bible/Jesus Christ is all powerful, all knowing and loving. I am sorry you are so bitter towards Him. Maybe you should talk to him about your issues.
